Ms Indranee Rajah is the Minister in the Prime Minister’s Office. She is also Second Minister for Finance and Second Minister for National Development. 

Ms Rajah is the Leader of the House for the 15th Parliament and Member of Parliament for Pasir Ris-Changi GRC. In the Prime Minister’s Office, Ms Rajah assists Deputy Prime Minister Gan Kim Yong in the National Population and Talent Division and oversees the Marriage & Parenthood portfolio.

Under her Finance portfolio, Ms Rajah is involved in the development of the Government’s fiscal policies, including chairing the Green Bond Steering Committee, which looks at Singapore's Green Bond Framework. She also oversees the:

• Development of Professional Services in the legal, accounting, built environment, design, consulting and marketing sectors to harness cross-cutting growth opportunities domestically and externally; and
• Infrastructure Asia, the Singapore government platform that connects infrastructure demand and supply in the region. 

As Second Minister for National Development, she is involved in the formulation of Singapore’s housing and development policies. She also assists in overseeing:

• The Centre for Liveable Cities and the World Cities Summit;
• The professional services in the built environment sector;
• Review of Singapore’s long-term land-use planning for urban development;
• Strategies for sustainable housing; and
• Policies guiding Singapore's transformation into a City in Nature.

Ms Rajah currently co-chairs the Taskforce for Architectural & Engineering Consultants, which was established to identify strategies to strengthen and promote growth for the   professional services in the Built Environment sector. 

Ms Indranee is also a Senior Counsel and was a practising lawyer before taking up political office.

Professor Richard Liew, PhD, PEng is Professor and Head of the Department of Civil and Environmental Engineering at the National University of Singapore. He received his BEng (First Class) and MEng from NUS and PhD from Purdue University, where his research on advanced frame analysis contributed to Eurocodes and AISC design codes. His current work focuses on steel–concrete composite materials and structural systems for high-rise, offshore, and defence applications.

Prof. Liew has published over 400 papers, 8 books, 13 edited books and 16 book chapters, with more than 17,000 citations (h-index 74). He has delivered over 100 keynote and invited lectures and serves on the editorial board of 7 international journals. His awards include the NUS Engineering Leadership Award (2020), Institution of Structural Engineers Best Research Prize (2017), Hong Kong IE Structural Excellence Award (2013), Hangai Prize (2010), and multiple NUS Teaching Excellence awards.

He is a Fellow of the Singapore Academy of Engineering, Professional Engineer (Singapore), Chartered Engineer (UK), and Specialist Professional Engineer in Protective and Security Engineering. He has served as President of the Singapore Structural Steel Society and is an elected member of the Professional Engineers Board Singapore (2021–2026).

Prof. Liew has secured over $50 million in research funding, including as founding director of the Coastal Protection and Flood Resilience Institute Singapore. His innovations include patented connectors for modular buildings and lightweight composite systems. His research have been applied in more than 30 projects in Singapore.

Professor Teo Kie Leong is the Dean of the College of Design and Engineering. He was the Deputy Dean (Academic Affairs and Education) since the formation of the College in 2022 and was Acting Dean from April 2023 to March 2024. He was the Deputy Dean (2019-2021) and Vice-Dean, Research & Technology (2011-2019) at the Faculty of Engineering at NUS. In this capacity, he oversaw the Faculty planning and performance in education, research and enterprise. He managed an average of S$135M annually in competitive research grants and was responsible for academic programme development as well as top talent management.

A leading expert in spintronics, his research group works on the development of low-power non-volatile memory. At the national level, he has served in the National Research Foundation and A*STAR research review committees. He has also served on many research/technical review panels, and conference organisation committees. Prof. Teo is also a member of the Institute of Electrical & Electronics Engineers (IEEE). He is the recipient of the Public Administration Medal (Bronze), National Day Award, 2019.

Er. Lim Peng Hong has served as President of the Professional Engineers Board (PEB), Singapore, since 2021, and was re-elected for a second term in 2024. With over four decades of experience in structural, transportation, civil and geotechnical engineering, he is widely respected for his technical expertise and industry leadership.

He is the Managing Director of PH Consulting Pte Ltd, specializing in geotechnical design and “Design for Safety” services, and also serves as Deputy Chairman of the Mandai Park Development Environmental Advisory Panel. At the National University of Singapore’s Department of Civil and Environmental Engineering, he chairs the Industrial Advisory Board. His contributions have been recognized with the ACES Lifetime Achievement Award (2017) and the NUS Distinguished Engineering Alumni Award (2018).

At PEB, Er. Lim has championed initiatives to raise professional standards and prepare the sector for Singapore’s transformation into a resilient, sustainable and smart city. He actively promotes digital adoption, such as Building Information Modelling (BIM) and CORENET X, and advocates collaborative contracting for better project delivery. He is also a strong proponent of lifelong learning to sustain global competitiveness.

A passionate advocate for innovation and sustainability, Er. Lim uses key industry platforms to inspire engineers to balance creative problem-solving with public safety and regulatory compliance. His vision is to nurture a profession that safeguards the built environment while delivering transformative solutions to the challenges of climate change, urban growth and resource constraints.

Er. Chan Ewe Jin has been the Managing Director of ECAS Consultants Pte Ltd since 1996.

He is a Registered Professional Engineer, a Chartered Engineer with both the Engineering Council, United Kingdom, and the Chartered Engineering Board of The Institution of Engineers, Singapore (IES), as well as an Accredited Checker with the Building and Construction Authority (BCA).

Throughout his career, Er. Chan has led and overseen the design, compliance review, and construction management of numerous complex developments, including residential, commercial, industrial, and infrastructure projects.

He became President of IES in 2024, after holding several key leadership roles including Deputy President, Vice President of the Infrastructure Cluster, and Council Member. He has also chaired several technical and standards committees, such as the Civil and Structural Engineering Technical Committee, the Standards Development Organisation Steering Committee, and the Joint Accreditation Committee to the Resident Engineers/Resident Technical Officers Registry.

Er. Chan is currently a Board Member of the Professional Engineers Board, where he has served several terms. He has also contributed to other national boards and panels, including the Strata Titles Board, the Appeals Board under the Council for Estate Agencies (CEA), and the Appeals Board for Land Acquisition under the Ministry of Law.

He is a Fellow Member of IES, the Institution of Structural Engineers (UK), and has served on various advisory and accreditation bodies such as the SAC Council Committee for Inspection Bodies, the Singapore Accreditation Council, and the Buildability and Quality Advisory Committee, BCA.

Mr Tan Chee Kiat is the Deputy Chief Executive Officer (Industry Development) of the Building and Construction Authority (BCA) of Singapore. In his current role, he sets the direction and drives the industry development initiatives to ensure Singapore’s built environment sector is capable, technological advanced and productive to deliver a sustainable, high quality and safe built environment.

Chee Kiat has more than two decades of experience in regulatory control and industry development. Over the years, he has taken on various portfolios in BCA, spanning across building engineering, construction productivity, construction procurement and business development. Between those years, he also completed stints in the private sector and the flagship Sino-Singapore Tianjin Ecocity Project. Prior to his current role, he was the Group Director (Engineering) at JTC Corporation (JTC), where he oversaw the engineering design work and research efforts as well as led JTC’s sustainability efforts for a greener future in his capacity as JTC’s Chief Sustainability Officer.

Chee Kiat graduated from the National University of Singapore with a Bachelor of Engineering (Civil) with Honours. He also holds a Master of Science (Soil Mechanics & Engineering Seismology) with Distinction from Imperial College, University of London, under the UK’s Commonwealth Scholarship and BCA Scholarship. He was awarded The Public Administration Medal (Bronze) in 2015 and The Public Administration Medal (Silver) in 2023 by the Singapore Government for his contributions to public administration. For his outstanding contributions to Singapore’s fight during COVID-19 pandemic, he was also awarded The Public Administration Medal (Silver) (COVID-19) in 2022.

As Deputy Chief Executive Officer (Building) of Housing & Development Board (HDB), Dr Wong oversees strategic & physical urban planning, urban design, infrastructure planning, and the design, construction and contracts management of HDB building projects. With his experience in driving smart technology and R&D in the Built Environment, Dr Wong assumes a concurrent appointment as HDB’s Chief Science & Technology Officer since Jul 2022, driving HDB’s Science, Technology & Engineering planning efforts.

Dr Wong was previously Group Director (Building & Research Institute) from 2012 to 2021. In this capacity, Dr Wong championed environmental sustainability and provided leadership to drive the sustainable development framework. Appointed concurrently as the Chief Technology Officer for MND between 2018 to 2021, he mapped the R&D and technology workplans for the MND family, promoting research collaboration with both public and private organisations to scale up R&D investments and technology transfer.

Dr Wong is a Board member of the Professional Engineers Board and represents HDB in several committees, including the Cities of Tomorrow R&D Working Committee and Remaking Our Heartlands Working Committee.

Dr Wong graduated with a first-class honours degree in Bachelor of Engineering in 1993 and obtained a Ph.D. in Civil & Structural Engineering in 1997 from the University of Sheffield, United Kingdom.

Mr. William Yeo is the Deputy Chief Executive (Operations) at PUB, Singapore’s National Water Agency, where he oversees the strategic direction of PUB’s entire water systems operations, ensuring seamless integration, operational efficiency, and reliability to meet Singapore’s water needs.

Previously, William held various leadership roles, including Director of Water Supply (Plants), where he managed operations, maintenance, and strategic planning for water supply facilities. As Chief Information Officer, he gained extensive experience in smart utility technologies, IoT solutions, and sustainability-related IT initiatives. He began his leadership journey as Director of Policy & Planning, where he was instrumental in shaping policies to support PUB’s mission of sustainable water management.

William holds a Master’s in Engineering (Civil Engineering) and a Bachelor of Engineering (Civil Engineering), First Class, from the National University of Singapore. His contributions to public service have been recognized with Singapore’s National Day Awards, including the Public Administration Medal (Bronze) in 2012 and the Public Administration Medal (Silver) in 2024.

Mr Ng Yeow Boon is the Deputy Chief Executive (Development) of the Home Team Science & Technology Agency (HTX) Singapore.

In his current capacity, Yeow Boon works closely and advises a cluster of Programme Management Centres that are responsible for the timely implementation of the Science & Technology capabilities to augment a wide range of the Home Team’s frontline operations. He oversees various Centres of Expertise in HTX to develop organic homeland security solutions and direct research and development resources and efforts in relevant digital, engineering and science domains. In addition, he guides the Enterprise Group to strategize, plan and develop enterprise capabilities for MHA in areas such as ICT infrastructure, wireless communications, cloud, data science & artificial intelligence and cybersecurity. Yeow Boon is also the Chief Information Officer (CIO) of HTX, and is responsible for the organisation’s digitalisation efforts and outcomes.

Yeow Boon was a career Police Officer from the Singapore Police Force (SPF). He held various leadership positions within the SPF and Ministry Headquarters, driving the law enforcement and homeland security agenda in the areas of policy development and legislation, joint operations and technology.

Yeow Boon started his Public Service career after he was awarded the Singapore Public Service (Local Merit) Scholarship. He has since received several other awards such as the prestigious Public Administration Medal (Silver), and the Singapore Police Service Long and Good Service Medals. He graduated from the National University of Singapore’s School of Business and completed his post-graduate studies in business administration at Babson College in the United States. He is also a graduate and alumni of the Stanford Executive Program at Stanford University’s Graduate School of Business.

Mr Ng Shu Herng is the Director of Protective Security and Safety Centre of Expertise (PSS CoE) at Home Team Science and Technology Agency (HTX). PSS CoE is the Subject Matter Expert which develops advanced long-term capabilities to address technical needs of the Ministry of Home Affairs (MHA) regarding Blast Engineering, Fire Engineering, Protective Infrastructure and Protective Security Technologies. PSS CoE also supports technical regulatory functions related to Infrastructure Protection Act and Fire Safety Act, through deployment of engineers in Centre for Protective Security (CPS) at Singapore Police Force (SPF) and Fire Safety Department (FSD) in Singapore Civil Defence Force (SCDF) respectively. He graduated from NUS with a Bachelor of Engineering (Mechanical Engineering) in 1992 and from Cranfield University in UK with a Master of Science (Weapon Effects on Structures) in 2002.

Mr Lam Wee Shann oversees the technology cluster in LTA, which covers areas in IT, cybersecurity, technology, open innovation, industry development and academies. He also assumed the role of Chief Sustainability Officer, in charge of planning and implementing Singapore’s land transport emission abatement strategy.

Wee Shann first joined Land Transport Authority in 2017 to form and lead Technology & Industry Development group. The group is responsible for overall coordination of technology efforts as well as to develop land transport industry, in particular, the manpower development area.

Prior to his LTA stint, he set up the Futures Division in Ministry of Transport in 2013. Futures division generates foresight to shape the future of transport for Singapore, which include strategy formulation and the translation of foresight research into actionable policy insights. He had also served as the Director (Communications and Community Engagement) in the Maritime and Port Authority of Singapore from 2009, where he was-in- charge of media relations, community engagement and organisation of key events such as the Singapore Maritime Week.

Prior to his stints in the transport family, Wee Shann was with the Ministry of Defence and the Singapore Armed Forces.

Wee Shann studied at University College London on a Ministry of Defence scholarship and graduated with a Bachelor of Electrical and Electronic Engineering (Honours). Wee Shann also holds a Masters in Telecommunications from the same university.

Ms Adele Tan is the Deputy Chief Executive Officer & Chief Planner of the Urban Redevelopment Authority (URA). She oversees the land use planning of Singapore, as well as the review of land use planning policies to ensure good use of our limited land to meet Singapore’s diverse economic, social and environmental needs, and address future challenges.

Adele was seconded to MND as Chief Infrastructure Planning Officer (CIPO) from January 2023 to June 2024, to optimise planning and development of major infrastructure across agencies and ensure that our infrastructure is well-maintained and future-ready.

Adele graduated Magna Cum Laude from Princeton University with a Bachelor of Science in Engineering (Civil Engineering & Operations Research) in 1997. She subsequently obtained a Master in Public Administration from Harvard University in 2008.

Mr Calvin Chung is the Assistant Chief Executive Officer at JTC Corporation, overseeing engineering and operations, including design and planning, project management, and facility management for JTC’s developments.

Previously, he served as Chief Technology Officer and Senior Director at the Ministry of National Development (MND), where he led the Science & Technology development agenda in the Built Environment, working with agencies such as HDB, URA, BCA, NParks, LTA, and JTC through initiatives like the City of Tomorrow R&D Programme.

With over 18 years of experience in building and infrastructure works, Mr Chung has contributed to major projects including Jurong Island, Tuas View Extension, and Marina Bay Cruise Centre. He spearheaded JTC’s Built Environment digitalization and innovation strategy and served as its Chief Sustainability Officer. His interests include environmental impact assessment and hydrodynamic simulations, having led the Pulau Ular reclamation—one of Singapore’s first marine projects to integrate comprehensive environmental monitoring.

Mr Chung brings deep expertise in reclamation, environmental engineering, and sand sourcing in the public sector. He contributes actively to inter-agency technical committees and professional bodies, addressing issues such as engineering capability, sustainability, and climate change. He is Board Treasurer of the Singapore Green Building Council, serves on NTU’s Civil & Environmental Engineering School Advisory Committee, is a Senior Member of IES, and an assessor for its Chartered Engineer programme.

Mr Chung holds a Bachelor (Hons) and Master of Engineering from NUS, a Master of Science in Hydraulic Engineering from Delft University of Technology, and a Master of Science in Environmental & Water Resources Management from NUS.
